Privacy Policy

Scope#

Effective date and last updated: September 13, 2026.

This Privacy Policy describes how Telelink Business Services (“Telelink,” “we,” “us”) handles information collected through the website on which it is posted (the “site”), including the Request a Bid, Contact, and Prequalification Packet request forms. It applies to visitors located in California and everywhere else.

This policy covers the site only. Information we receive under a signed construction contract, a subcontract, a purchase order, or a general contractor’s own bid portal is governed by that contract and by the record-keeping rules that apply to licensed contractors in California. Where those documents and this policy differ, the contract controls for the information exchanged under it.

The site is built for commercial and institutional buyers: general contractors, owners and property managers, public agencies, design professionals, and IT staff. We do not offer residential services, and the site is not directed to consumers acting in a personal capacity. The people who use the site are still individuals, and we treat the information they give us as personal information where the law does.

Telelink is a small business. The California Consumer Privacy Act, as amended by the California Privacy Rights Act (together, the “CCPA”), applies to businesses that meet revenue or data-volume thresholds set by statute. Whether or not Telelink meets those thresholds at any given time, we extend the rights described in this policy to every California resident who uses the site, and we follow the CCPA’s definitions when we say we do not “sell” or “share” personal information.

Notice at Collection#

This section is our notice at collection under California law. It summarizes what we collect through the site, why, and how long we keep it. The rest of the policy gives the detail.

• Identifiers and contact details (name, email address, phone number, company, job title). Used to respond to your inquiry, prepare a bid or proposal, send a prequalification packet, and keep a record of the project. Kept for the life of the bid or project plus the record-keeping period described in the Retention section.
• Commercial and project information (project type, location, approximate square footage, timeline, whether the work is subject to prevailing wage, your message, and any plans or drawings you upload). Used to evaluate and price the work and, if we are awarded it, to perform it. Kept for the same period as identifiers.
• Professional information (your title and the company or agency you represent). Used to route your request to the right person and to address a proposal to the right entity. Kept for the same period as identifiers.
• Internet activity, limited to server logs (IP address, browser user agent, pages requested, and timestamps). Used to deliver the site, defend it against abuse, and diagnose errors. Kept for a limited time set by our hosting provider’s security log retention schedule, after which the logs are deleted or reduced to aggregate counts that do not identify anyone.
• Anything else you choose to include in a message or an uploaded file. Used only for the purpose you sent it. Kept for the same period as the request it came with.

We do not sell personal information and we do not share it for cross-context behavioral advertising. We do not collect sensitive personal information as the CCPA defines that term, and we do not ask for it. We do not use cookies or similar technologies to track you across other websites.

Information We Collect#

We collect information in three ways: you give it to us through a form, an email, or a phone call; our hosting provider records it automatically when your browser requests a page; and your browser stores a small preference setting on your own device when you use the display preferences panel.

Uploaded plans and drawings may contain the names, stamps, and license numbers of the design professionals who prepared them. We use those files only to evaluate and bid the project and, if awarded, to perform the work and keep the project record.

We do not collect precise geolocation, biometric information, government identification numbers, financial account numbers, health information, or any other category of sensitive personal information through the site. We do not draw inferences about you, build profiles, or make automated decisions about you from the information collected through the site.

The site does not use third-party advertising cookies, tracking pixels, or third-party analytics scripts. Traffic measurement comes from privacy-preserving, aggregate counts produced on the server side by our hosting provider. Those counts do not use cookies and do not identify individual visitors.

How We Use Information#

We use the information described above to:

• Respond to your bid request, contact message, or prequalification packet request.
• Evaluate a project, prepare a proposal, and, if we are awarded the work, perform it under a written contract.
• Keep the records a licensed contractor is required to keep and the records we need to support a bid, a project, an insurance or bonding matter, or a legal claim.
• Operate, secure, and troubleshoot the site.
• Comply with law, respond to lawful requests from public authorities, and enforce our Terms of Use.

We do not use personal information collected through the site for advertising. We do not use it for any purpose that is incompatible with the purpose you gave it to us for without telling you first.

How We Share Information#

We do not sell personal information. We do not share it for cross-context behavioral advertising. We have not done either in the 12 months before the effective date of this policy. We disclose personal information only in the situations described here.

Service providers. Companies that process information on our behalf under written terms that limit what they may do with it. The categories of personal information disclosed to each are:

Suppliers and specialty subcontractors. To price parts of a project we may send plan sheets, the project location, and scope details to distributors and specialty subcontractors. We share only what is needed to price the work, and we do not share your contact details for that purpose unless you ask us to.

Legal obligations. We may disclose information when required by law, subpoena, court order, or a request from a government agency, including the Contractors State License Board, or when we believe in good faith that disclosure is necessary to protect our rights, your safety, or the safety of others.

Business transfers. If Telelink is involved in a merger, acquisition, financing, or sale of all or part of its assets, information collected through the site may be transferred as part of that transaction. We would require the recipient to honor this policy for information collected under it.

We do not disclose personal information to third parties for their own direct marketing purposes.

Cookies and Similar Technologies#

The site sets no advertising cookies, no third-party cookies, and no tracking pixels. It stores one small first-party setting, and only if you choose to set it:

• Display preferences. The choices you make in the display preferences panel: theme, text size, high contrast, highly legible font, highlight links, reading spacing, reduce transparency, and stop motion and video. See our Accessibility Statement.

That setting is functional only, is stored on your own device, contains no identifiers, and is not sent to anyone for analysis. If you clear your browser’s site data, the setting is gone and the site returns to its defaults.

Our hosting provider’s server logs are not cookies. They are a record of the requests your browser makes, as described above.

Global Privacy Control and Do Not Track#

Global Privacy Control. Global Privacy Control (GPC) is a browser setting or extension that sends a signal telling websites you do not want your personal information sold or shared. California regulations treat that signal as a valid request to opt out of sale and sharing. Because we do not sell or share personal information, there is nothing to opt out of, but we honor the signal anyway: when your browser sends it, we treat it as a valid opt-out request for that browser and device, with no account or further action required from you. If our practices ever change, a GPC signal will continue to be honored as an opt-out.

Do Not Track. California law asks us to say how we respond to browser “Do Not Track” signals. This site does not track visitors over time and across third-party websites, and no third party collects that kind of information through the site, so a Do Not Track signal does not change how the site behaves. GPC is the signal we act on, as described above.

Your California Privacy Rights#

If you are a California resident, you have the following rights with respect to personal information we collect through the site. We extend these rights to you whether or not the CCPA requires it, and the descriptions below follow the CCPA and its regulations.

Right to know#

You may ask us to tell you what personal information we have collected about you, the categories of sources, the purposes for collecting it, the categories of service providers and third parties we have disclosed it to, and the specific pieces of information we hold. You may ask for information covering the 12 months before your request, or a longer period if you specify one and retrieving it is not impossible or disproportionately burdensome.

Right to delete#

You may ask us to delete personal information we collected from you. We will delete it and direct our service providers to do the same, unless an exception applies. We may keep information we need to complete a bid or project you asked for, to keep contractor, tax, insurance, or other records the law requires, to detect and defend against security incidents, or to establish, exercise, or defend legal claims. If we keep something, we will tell you why.

Right to correct#

If you believe personal information we hold about you is inaccurate, you may ask us to correct it. Tell us what is wrong and what it should be. We may ask for documentation where the accuracy of the information matters to a bid or contract.

Right to opt out of sale or sharing#

We do not sell personal information and we do not share it for cross-context behavioral advertising, so there is no sale or sharing to opt out of. We honor Global Privacy Control signals as opt-out requests regardless. See Your Privacy Choices for details and for what we would do if our practices changed.

Right to limit use of sensitive personal information#

We do not collect sensitive personal information through the site, so there is no use to limit. If you include sensitive information in a message or an uploaded file on your own initiative, we use it only for the purpose you sent it, and you may ask us to delete it.

Non-discrimination#

We will not deny you services, charge you a different price, or provide a different level of service because you exercised any of these rights. We do not offer financial incentives in exchange for personal information.

How to exercise your rights#

Send your request to carson@telelinkca.com or call (916) 340-7503. You may also use the contact form. Tell us which right you are exercising, the name and email address or phone number you used when you contacted us, and, for a correction request, what should be changed.

How we verify requests#

Before we act on a request to know, delete, or correct, we need to be reasonably certain the request comes from you. Because the site has no user accounts, we verify by matching what you tell us against the information we already hold, for example the email address, phone number, and company you used when you submitted a form. For a request for specific pieces of information, or for deletion of information that could cause harm if released to the wrong person, we may ask for additional confirmation and a signed statement that you are the person the request concerns. We use the information you provide for verification only for that purpose, and we will not ask you to create an account.

If we cannot verify a request to know specific pieces of information, we will still tell you the categories we hold, or explain why we cannot. If we cannot verify a deletion request, we will treat it as a request to opt out of sale or sharing, which we honor for everyone.

Authorized agents#

You may have someone else submit a request for you. We will ask the agent for your signed permission to act on your behalf, and we may ask you to confirm your identity with us directly or to confirm that you gave the permission. An agent acting under a power of attorney that is valid under the California Probate Code may present it instead of a separate signed permission.

Response timing#

The timelines in this section are the ones the CCPA sets, and we follow them as a matter of policy for every request, whether or not the statute requires them of us. We will confirm receipt of a request to know, delete, or correct within 10 business days and respond within 45 calendar days of receiving it. If we need more time, we will tell you why and may take up to 45 additional days. Requests to opt out are honored as soon as feasible and no later than 15 business days after we receive them. We respond by email unless you ask for another method. You may make a request to know free of charge up to twice in a 12-month period. If a request is manifestly unfounded or excessive, we may charge a reasonable fee or decline it, and we will explain our reasons.

Retention#

We keep information collected through the site for as long as we need it for the purpose it was collected, and then for as long as the law and our record-keeping obligations require. In practice:

• Bid requests, contact messages, and prequalification packet requests are kept for the life of the bid opportunity and any resulting project, plus the record-keeping period below. Bid requests that do not lead to a project are kept long enough to support follow-up, resolve any question about the bid, and satisfy any obligation to retain bid records, and are then deleted.
• Uploaded plans and drawings are kept for the bid process and, if we are awarded the work, as part of the project record for the same period as the project file.
• Project records are kept at least as long as California law allows claims arising from construction work to be brought. For latent defects that period can run ten years from substantial completion, and contractor, tax, insurance, and prevailing wage records have their own required periods. We keep project records for the longest period that applies.
• Server logs are kept for a limited time set by our hosting provider’s security log retention schedule and are then deleted or reduced to aggregate counts.
• Preference settings stay on your device until you clear them.

When a retention period ends, we delete the information or de-identify it so that it no longer identifies anyone.

Security#

We use reasonable administrative, technical, and physical safeguards appropriate to the nature of the information, including encrypted connections (HTTPS) to the site and to the services that process form submissions, access controls on our email and project files, and written terms with service providers that require them to protect what they handle for us. No method of transmission or storage is completely secure, and we cannot guarantee absolute security. If a security incident affects your personal information in a way that the law requires us to report, we will notify you as the law requires.

Please do not upload files or send messages containing Social Security numbers, financial account numbers, or other information that would cause harm if disclosed. A bid does not require them.

Children#

The site is for commercial and institutional buyers and is not directed to anyone under 16. We do not knowingly collect personal information from anyone under 16, and we do not sell or share the personal information of consumers of any age, including anyone under 16. If you believe a minor has provided us personal information through the site, contact us and we will delete it.

Third-Party Links#

The site links to other websites, such as manufacturer documentation, the Contractors State License Board license lookup, and public standards bodies. Those sites have their own privacy practices, which we do not control. We are not responsible for them, and this policy does not apply to them.

Changes to This Policy#

We may update this policy as the site, our practices, or the law change. When we do, we will post the revised policy here and update the effective date at the top. If a change materially reduces your rights or changes how we use information we already hold, we will post a notice at the top of this page describing the change before it takes effect. Your continued use of the site after a change means the revised policy applies to information collected from then on.
