How we cover San Diego and Imperial County#

Telelink Business Services is based in Sacramento. We do not have a yard, an office or a standing crew in San Diego County. San Diego projects are scheduled as planned work blocks: a dedicated project manager owns the job from bid review through closeout, crews travel down from Sacramento for defined windows that match the GC’s phasing, and mobilization is priced into the bid up front. That model fits the kind of work we are asked to bid in the region, which is renovation scope in occupied senior and multifamily buildings, campus and institutional work, and multi-site rollouts, not one-truck service calls.

Imperial County is in the region because El Centro, Brawley and Calexico sit on Interstate 8 east of the San Diego leg of the trip, so the crew already traveling for a San Diego block carries the Imperial scope in the same mobilization, with the desert drive priced in.

San Diego DSD permit tracks and the other jurisdictions#

Inside the City of San Diego, the Development Services Department, DSD, is the permitting authority. The rule is that electrical wiring, devices and equipment need a permit unless the work is specifically exempt.

On a renovation our scope usually rides on the project’s building permit and is inspected with the electrical work. Where a separate permit is required we pull it under CSLB #472017. We confirm the path during bid review and state it in the scope letter. Inspection scheduling and how inspectors want firestopping documented vary by jurisdiction.

Senior housing with residents in place#

Our San Diego work has been senior housing renovation with residents in place. Horton House, in downtown San Diego, was that project: Wi-Fi, CATV, surveillance, access control and a nurse call system, all installed while seniors lived in the building.

Senior housing adds requirements that ordinary multifamily does not. The emergency call system is commonly required by the licensing or funding program and by the owner’s operating standards, which usually means:

• Pull cords in bathrooms and bedrooms
• Pendant transmitters for residents who move around the building
• Corridor dome lights at the unit door
• Annunciation at a staff station or on staff mobile devices

In licensed healthcare settings the system must be UL 1069 listed, and in senior and assisted living the owner’s standard usually points to a listed system as well. Cutover in an occupied building is sequenced so each unit stays on the existing system until its new station is installed and tested.

Resident notification, in-unit work windows, shared elevators and closed ceilings at the end of every shift apply the same way they do on any occupied rehab. Federal funding brings NDAA Section 889 and 2 CFR 200.216 into the camera and network specification, and we document the actual manufacturer of every device on the submittal. Prevailing wage and labor requirements in San Diego County#

Public work and publicly funded housing in the region are prevailing wage work under Labor Code 1720 and following. The Department of Industrial Relations publishes general prevailing wage determinations by county and classification, updated twice a year, and San Diego County has its own set.

Every public bid is priced against the determination in force for the project’s county on the bid date. Public projects also require DIR contractor registration under Labor Code 1725.5, electronic certified payroll, and apprenticeship compliance under Labor Code 1777.5, and registration and current certificates are in the prequalification packet.

Project labor agreements and project stabilization agreements appear on public work in the region, including school district bond programs, county and city capital projects and port and transit work, and some publicly funded housing owners carry labor requirements as well. Where one of those applies, the bid carries it and the scope letter says so in plain terms before award.

Downtown access, Gaslamp streets and staging#

In the Gaslamp Quarter and East Village the streets are narrow, several are one-way, curb space is metered or posted for valet and loading, and evening foot traffic starts early. Padres home games at Petco Park and convention center events, including Comic-Con, close streets and fill the garages within walking distance. We check the ballpark and convention calendars when we lay out work block dates and plan deliveries for mornings.

There is no yard on an occupied building rehab. Material is delivered to the building’s loading area in a scheduled window, goes up in the reserved elevator, and is staged in a room the property manager assigns on the floor being worked. Crew parking is a paid structure and its cost is in the bid. Any lane or sidewalk use beyond a posted loading zone needs a city permit, and that permit is typically held by the GC.

North County, East County and South Bay projects are simpler to reach and are covered inside the same work block rather than as separate mobilizations. Imperial County work adds the Interstate 8 drive and summer heat that shortens the working day, and the bid says so.

Horton House: what we delivered#

The Horton House project in San Diego was a senior housing renovation in an occupied building. Scope was Wi-Fi, CATV, surveillance, access control and a nurse call system. The work was phased around residents and coordinated with the GC’s renovation schedule. Each unit stayed on the existing call system until its new station was installed and tested, and the existing entry system stayed in service until the new access control was commissioned.
